I don't have any info on the origin of the print, but it does have an interesting feature. The image of the boy and dog are embossed. For those not familiar with the process, I'll offer an explanation. Embossing, by hand or machine, is a method of raising an image on paper or other material. Run your fingers over the image and you can feel the raised impressions.
Hugh Rich apparently liked this print enough that he used it on the cover of one of his catalogs.

Yes, I agree that the signatures are the same. From what I've researched it looks like the artist is Raymond James Stuart, American, 1883-1948. He created a lot of art work for calendars.
